Those printers use a water based ink that requires the media you print on to have a coating to receive the ink correctly. Your print quality totally depends on the interaction between the water based ink and the coating. Guess what, it costs media makers more $ to coat the media than if they didn't. Of course this cost rolls down hill. Plus, to get these prints to hold up outdoors you'll almost always need to put some kind of protective overlaminate on. This means more equipment, extra materials in the job, and more steps to take up your time and go wrong.
Look at printers that use solvent inks. This way you can print on uncoated media that the solvent ink melts to fuse the colors physically into the media. This costs less, stands up WAY better to outdoor environments, doesn't always need a protective overlaminate, and can be a more versatile print system all around. Lots of folks on this site use Rolands. At the low cost end, they have lot to offer. Also look at the Mimaki line as well.
