I have never been asked about flame rating on vinyl. My experience with MSDS and flame spread is most of the people have no idea how to read the data sheet. I know that there is a Life Safety 101 plan that says any building material must have a certain flame spread and smoke developlment. The only time i have ever heard that mentioned was with banner material. I'm not to sure that is really pushed to much either. One of the mall groups (General Growth) I work with changes out banners that hang in most of their mall almost monthly. The banner stock looks like normal smooth 13oz.
